[Sahana_proj] VM module database

after installing the module, you can import the sql file in the mod/vm/ins folder.
should be called db_create.sql
that should populate the options table with all of the skills.

  In the VM module are we supposed to populate the db and if so which tables need to be populated? I ask this because when I go into volunteer management we can't view the list of specialties and therefore we can't submit or test.
