[Sahana_proj] several questions

I have a few questions, most of which are about svn.
 
Can any windows users recommend one of the better clients for subversion?
When inputting commands for svn, I use start>run and then type cmd to bring up the command line, and it can't recognize any commands that I type for svn, is there anything I'm doing wrong?
and does anyone use other php programs like easyphp 1.8? should I just change to the program that is recommended on the course website?
