[ppr] Changes to PPR mailing list

The PPR mailing list has been moved to a new server running Mailman.  
The new address for posting messages to the list is 
ppr at lists.trincoll.edu.  Information on using the new list can be found 
at http://ppr.trincoll.edu/mailinglist.html.

Mailman provides a number of new features including a web interface for 
managing one's subscription and an improved message archive.  It should 
also ease the burden on the list administrator by automatically 
unsubscribing addresses which are no longer valid.
