Yes I got exactly the same problem. IE 6, 7 and FF all do not work at all,
it prompted for downloading a file and then nothing happens.

I have tried firefox and IE - it wants to dl a file everytime.

Hi, 
I have received reports that when attempting to log in to blackboard, you
get a request to download a file instead. I was told this is a occasional
bug that comes up with our blackboard site. Just click cancel and try again
or try a different browser.

Hi,

I checked with our blackboard account mangers and they suggested trying
WELCOME all caps as your password. If you already tried that, use the
forgot password and type your email address. The login information
should be the same information you use for the survey site.
